If you are coming by public transport then come to Tilkamanjhi Chowk-->Barari Housing Board-->You will see one big Palm tree(Taad ka ped) on main road-->Few meters and then left--> you will reach..I went to UPHC Barari Bhagalpur on 12th May 2021 for Covid Vaccination..It was clean place and staffs were good..The service was quick..You may need to carry an ID proof, photocopy for smooth transition..
