You don't need military permission or guide to go there. Its open for everyone on Sundays (strictly avoid weekdays, because of Deolali firing ranges). Just ask locals before going. Vehicles don't go all the way to the base of the mountain as you have to walk from AmbeBahula village to the base. That walking distance is around 2 km and will take around 30 minutes depending on your pace. Rest of the trek is pretty casual except the stairs. You have to be careful on the stairs because it might be bit of a challenge, but are definitely doable. There's no monument or something like that on the top. So the stairs are the experience in itself & for the views you get from the top.

You have to go Nashik-Mumbai highway then vilholi village (12km). From vilholi go straight to ambe bahula. Park your bike in the end of village. There is one small temple,And start your trek. Its take appropriate 1 hr and 30min to climb. And its more amazing to do Solo trek such as fabulous day(if you are doing it solo please take a local guide with you). Fort might be risky,there are Deolali Firing range. Due to army restrictions many people are avoiding to go here. On Sunday this fort open for everyone, you can go on Sunday. There is no any army firing on this day. Avoid to go weekdays. Stairs are might be risky. Be careful on stairs. There are no many monuments to see there, but nature was amazing. Keep visiting.
