filled with corrupted people's. everything you need is money nor influences, without these you cannot do anything. i applied for scholarship from panchayat office it took almost a year to get. need to improve lot to give best services. you need to have plenty of time to apply to get any kind of documents. means you need to haave months to get, if you don't have given bribe. very bad.
